Sessions The Human Rights Committee convenes three times a year for sessions of three weeks' duration, normally in March at United Nations headquarters in New York and in July and November at the United Nations Office in Geneva. The Working Group on Communications meets one week prior to the Plenary.
The follow-up to concluding observations The follow-up to concluding observations procedure (see Annual Report - A/58/40 – Chapter VII and subsequent reports) consists of identifying a limited number of recommendations from the concluding observations, which require additional information from a State party, within one year from the consideration of the State party’s report to the Committee. The Committee identifies around three or four recommendations on the basis of their particular seriousness and possibility of implementation within a one-year period. These recommendations are clearly identified in a paragraph at the end of the concluding observations.Thus, the States parties have one year to provide information on the measures taken to give effect to these follow-up recommendations. At each session of the Committee, the Follow-up Rapporteur presents an updated follow-up progress report with new information and progress made since the previous session of the Committee. The follow-up information submitted by States parties, the information received from other sources, and the Rapporteur’s letters to States parties, can be found below under each session.

The Human Rights Committee is composed of 18 independent experts who are persons of high moral character and recognized competence in the field of human rights.
Members are elected for a term of four years by States parties in accordance with articles 28 to 39 of the Covenant. Members serve in their personal capacity and may be re-elected if nominated.
